Lake Bloomington Shoreline Protection

ADVERTISEMENT FOR BIDS

Sealed proposals for the improvement project described herein will be received at the office of the McLean County Soil and Water District, Normal, IL until 10:00 A.M on August 28, 2015, and publicly opened at that time.

The proposed improvement is officially known as “Lake Bloomington Shoreline Protection” and consists of the construction of 1750 ft. of Stone Toe Protection with an estimated 2065 tons of class A R-4 rock along the shoreline, installation of approximately 100’ of fish lunkers that includes 60 tons of clean 1” stone to bed lunkers along with a layer of geotextile fabric to be placed under the stone bedding and miscellaneous associated work.  Lunkers will be purchased by the McLean County Soil & Water Conservation District and delivered to the site prior to September 14, 2015.  The stone placement and lunker construction must be done from the top of the bank.  The work will also involve lunker placement in three locations out in the lake and a long reach hoe will be necessary to complete that portion of the project.  The installation of the lunkers must be the first thing completed with the project.  A 30’ “CMP” culvert, minimum of 12”  diameter that meets IDOT culvert standards will need to be placed according to the IDOT standards.

The proposed improvement will be governed by the provisions of the Standard Specification for Road and Bridge Construction, adopted by the Illinois Department of Transportation on January 1, 2007, and all subsequent revisions and modifications thereto and the Special Provisions.

This Project is being funded, in part, with assistance from the City of Bloomington, Reservoir Fisheries Habitat Partnership and the McLean County Soil and Water Conservation District and requires that their rules and regulations are adhered to.

Site showing will take place on August 26, 2015 at 10:00 am at the site indicated on the project map.  Attendance at the site showing to meet with the project engineer is required in order to submit a sealed proposal.

Prevailing wage must be paid to all involved with the project.  Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, truck drivers and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).

The contractor and all subcontractors associated with the project will be required to submit all certified payroll sheets to the McLean County SWCD no later than the 15^th of October & November.  In addition, all rock tickets must be submitted at the end of the project.

Proposals must be submitted on the form provided in the bid packet.  Plans and bid packet shall be obtained at the office of McLean County Soil and Water Conservation District office between 8:00 a.m. – 4:00 p.m. Monday thru Friday.

Project must be started on or by September 14, 2015 and completed no later than October 16, 2015.  A penalty of 1% of the total cost of the project will be assessed for each day past October 16, 2015 that the project is not completed.  Penalty will exclude severe weather (acts of God) or actions of local or federal governments. Contractor shall give notice to the McLean County SWCD immediately after occurrence of the event that causes the excusable delay.

Bids should be submitted for the price per ton of stone installed along with site preparation, lunker installation and miscellaneous associated work.

Performance and payment bonds for 100% of the contract price will be required of the accepted bidder.  The successful contractor (and any associated subcontractors) shall agree to pay at or above prevailing wages established for McLean County, IL.

Prospective bidders shall be skilled in the type of work called for in this Project and shall demonstrate the same through the submission of a resume listing all pertinent projects performed within the last five (5) years, if requested.  At project completion all disturbed areas along the top bank and all staging areas shall be free of stone and debris, leveled and ready to be prepared for seeding.  Contractor must contact JULIE to have location of any utilities marked.

The McLean County Soil and Water Conservation District reserves the right to reject any and all proposals.
